DUGGAN, THOMAS HINDS (1815–1865). Thomas Hinds Duggan, early settler, politician, and soldier, son of Edmund and Elizabeth (Alston) Duggan, was born in Jefferson County, Mississippi, on April 20, 1815. Eventually he joined the migration and on September 16, 1835, applied to Joseph Vehlein for lands. In the fall of 1839 Duggan moved his family to Austin, where he was elected justice of the peace. Because of the Indian situation, he moved farther from the frontier and settled in 1845 five miles east of Seguin. He became the first county clerk of Guadalupe County and served as a senator in both the Fourth and the Eighth legislatures. In the latter he voted for secession. 1n 1861 he volunteered for the Texas militia. Duggan died on December 26, 1865, and was buried in Geronimo Cemetery in Seguin. He was survived by five children.
